Peggy J. Boulter passed away peacefully and surrounded by love at home on February 8, 2026.
She was born Peggy J. Meads in Clifton Forge, VA to George L. Meads and Dolly H. Rookstool Meads on April 30, 1937. Later, she graduated from nursing school and became a nurse, eventually meeting Lloyd K. Boulter Sr. of Rock Hall, MD and whom she married January 12, 1962. They together had three children: Lloyd Boulter Jr., Lisa Domfort, and Lori Boulter.
After retiring as a nurse, Peggy served as a homemaker and caregiver to her mother and husband. Peggy was a devout and true Christian woman, attending Calvary Assembly of God in Dover for over 40 years. Peggy was a special and selfless woman who would drop anything to help someone in need, including strangers. She loved singing, music, and laughing. She enjoyed spending time with her family and friends, enjoying the birds and squirrels out her large front windows as well as dogs, doing puzzles and word searches, studying God’s word, and reading.
Peggy was preceded in death by her parents George L. Meads and Dolly H. Rookstool Meads; her brother Billy Joe Meads; her sister Rebecca ‘Becky’ Boltz; and her husband Lloyd K. Boulter Sr.
She is survived by her children: Lloyd K. Boulter Jr. (Linda), Lisa Domfort, and Lori Boulter; her grandchildren: Jessica Ann Kemp, John Kirwin, James Domfort, Zachary Boulter, and Kayla Boulter; as well as five great-grandchildren: Dolly Campbell-Howe, Trinity Kemp, Kendall Kemp, Serenity-Patience Kemp, and Olivia-Jane Kemp.
A public viewing will be held from 10:00 A.M. until 11:00 A.M. on Wednesday February 18, 2026 at the Pippin Funeral Home, 119 W. Camden Wyoming Avenue, Wyoming, DE 19934 with a service to follow at 11:00 A.M. A private burial ceremony for friends and family will occur later in the day.
