Lieutenant Randall C. Mosley was born to the late Kermit and Elva Mosley on September 22, 1950 in Felton, Delaware.  He quietly transitioned to his heavenly abode on August 17, 2016, at home surrounded by his greatly devoted and loving family. Randall began his earthly journey in the Felton area along with his 11 siblings. Six of whom preceded him in death, they being Kermit, Jr, Donald, Pearl, Doris, Charles and Kenneth. They all enjoyed a healthy, loving relationship with their parents and each other. He and his younger siblings were like her own children to his big sister, Ellen. He was a good son, much loved brother and highly respected uncle.

Randall began his education at Union Elementary School, right across the road from the family’s home. His Junior High experience was at Booker T. Washington, in Dover, DE. Before integration, he started High School at William W M Henry Comprehensive High School, also in Dover. In 1966 -68 he completed High School by graduating from Felton High School in Felton. After graduation, Randall joined the United States Air Force, honorably serving his country from 1969 -1973 at DAFB, Alaska, and Montana before returning home to DE. He reached the rank of Staff Sergeant as a Security Policeman during his tour of duty.

Forty six years ago Randall fell in love with and married his beautiful wife Margaret M. Loper the daughter of his mother in-law, Alice Loper (1925-1997) also from Felton. They had one son that became the center of their lives Randall C. Mosley, Jr.  Randall was a much loved and loving husband and father. He and Margaret’s union also produced one grandson, one granddaughter and one adorable little great grandson that they both enjoyed spoiling, as grandparents are inclined to do.

Randall’s tenure as a State Policeman began in 1974. He followed a path inspired by his brother “Buddy”. He was entrusted with the duties of protecting and driving Governor Sherman W. Tribbitt from 1974-77. During his career he was stationed at Troop 3, Camden, Troop 9, Odessa, SIU and Headquarters, Dover. “Randy” retired 1994 as a Lieutenant and is a lifetime member of ARDSP (Association of Retired Delaware State Police). After retirement, he was employed as an investigator for the Delaware State Insurance Commission in Licensing and Inspection.

The hobbies he enjoyed were Fishing, Baseball, Softball and Golf. He was very proud of his championship softball team especially his best friend, Chester Scott. When he truly decided to quit working and really retire he stated: “It’s time to go fishing!” His favorite pastime.

Randall took pride in caring for his property. He enjoyed performing his landscaping skills until his health prevented him from doing so. His youngest sister Darlene admired him for being a great family man, traits he adopted from his father. His son Randall Jr. remembers his dad and other police officers renting the Wm. Henry Gym for games between them and the youth in his age group. It was great fun when the youngsters won because that’s the only time they were allowed “to beat the law”, without getting in trouble.

Randall accepted Jesus Christ as his Savior and was fully aware of the Master’s presence in his earthly sojourn. All who knew and loved him are grateful for having had him in our lives.

Remaining to cherish his memory are his loving wife Margaret, and his devoted son Randall Jr. His two cherished grandchildren Christopher James Mosley and Asia Jane’ Mosley, and his precious great-grandson “CJ” were inspiration to him.  Also fondly remaining is his adoring God-daughter Phylicia D. Anthony and all of his very loving siblings: Ellen (James) Scarborough, Nelson Mosley, James (Joy) Mosley, Joyce Gould, Richard (DeeDee) Mosley, and Darlene (George) Barnes.  His three caring uncles Harold (Mary) Perry, Isaac (Yvonne) Perry and Randall Perry.   His three dear sisters-in-law, Doris Loper, Connie Dexter and Yvonne (Cliff) Showell.  Two loving brothers in-law, Curtis Baker and William Loper.  Many adoring nieces and nephews and their offspring, a host of cousins, other relatives and lots of friends….one with whom he enjoyed sharing the same birthdate, Henry Simpson, and another Frederick Duffy from whom he received spiritual benevolence.

    Funeral Services will be held 1:00 pm, Saturday, August 27, 2016, in Pippin Funeral Home, Inc., 119 West Camden-Wyoming Ave., Wyoming, DE; where family and  friends may view from 10am to 1 pm.  Burial will follow in Barratts Chapel Cemetery, Frederica.  Condolences may be sent via: www.pippinfuneralhome.com.
